This commit reconfigures the CI/CD pipeline to use Harbor as the container registry:
- Updated registry endpoint from 10.106.73.119:5000 to harbor.basicstack.de
- Added PROJECT variable (basicstack) to organize images in Harbor
- Updated image paths to include Harbor project: harbor.basicstack.de/basicstack/basicstack-web
- Changed authentication from 'paperclip' user to 'admin' user for Harbor
- Updated Forgejo secret REGISTRY_PASSWORD with Harbor admin credentials
- Created 'basicstack' project in Harbor for image storage
Images will now be:
- Built in CI/CD
- Pushed to harbor.basicstack.de/basicstack/basicstack-web:TAG
- Pulled from Harbor for deployment (manifest auto-updated by workflow)

The node:24-bookworm base image doesn't include Docker. Install docker.io
package before building the image.

Install docker-ce-cli in the workflow container before attempting to build
Docker images. The node:24-bookworm base image doesn't include Docker CLI,
causing the build step to fail with 'command not found'.
This enables the workflow to use Docker commands via the mounted Docker
socket from the runner.

Create automated build and deploy workflow that:
- Triggers on push to main branch
- Builds Docker image with timestamped tag
- Pushes to registry.basicstack.de (10.106.73.119:5000)
- Updates k8s/20-deployment.yaml with new image tag
- Commits manifest update for Argo CD to sync
Part of DEV-334 CI/CD workflow implementation.
